MLB's latest CBA proposal aims to create more roster stability
Major League Baseball presented several proposals to the MLB Players Association on Thursday focused on reducing roster churn and improving stability, including the creation of weekly rosters, changes to the Rule 5 Draft, and a new offseason transaction calendar with quiet and frozen periods. All proposals are contingent on the implementation of a salary cap and floor system. MLB spokesperson Glen Caplin stated that a cap-and-floor system would help get the best players to the Major Leagues more quickly and accelerate the pace of the offseason.
