UEFA convened referee chiefs from all 55 national associations, along with IFAB representatives, to reach a consensus on officiating standards. The meeting produced a unanimous restatement that VAR must only intervene in cases of 'clear and obvious' error, where a referee's decision is blatantly incorrect or a clear incident has been missed. Officials also unanimously backed measures to speed up restarts, including time limits on substitutions and five-second countdowns for goal kicks and throw-ins.
